Ghana is about to put every AI system bought by the public sector through one central technical review. Communications Minister Samuel Nartey George announced it at the U.S. Embassy AI Forum in Accra.

Major Highlights

  • Who does what: The Ministry of Communication, Digital Technology and Innovations will coordinate the technical requirements. The National Information Technology Agency (NITA) will lead the technical scoping of proposed AI deployments.
  • Not replacing procurement law: The review will work alongside Ghana’s existing public procurement laws.
  • What gets checked: Government AI systems will be assessed on interoperability, data protection, cybersecurity, sustainability and local skills transfer.
  • The goal: Reduce vendor lock-in and give Ghana more control over its critical digital infrastructure and data.
  • Part of a bigger plan: This sits inside Ghana’s eight-pillar National AI Strategy, which aims for phased AI adoption in finance, agriculture, fisheries, education, health and communications.
  • Money and people: Planned investments include an AI Compute Centre and upgrades to the National Data Centre. The One Million Coders Programme has recorded more than 141,950 registrations.
  • What comes next: A 10-year National AI Delivery Framework is on the way to guide how the strategy is carried out, including Ghana’s engagement with international tech partners.

KINI BIG DEAL

Government is one of the biggest buyers of technology in any country. If every ministry and agency buys AI on its own, each one ends up depending on whatever the vendor offers, and the country ends up with systems that don’t talk to each other and data it can’t easily move.

One central review is Ghana’s way of saying: before we buy, we check the same things every time. The “local skills transfer” part is worth noticing too. It means AI systems will also be judged on whether local people gain skills from them, not just on whether the product works.
